NEW INSPECTION AND EXAMINATION COMPLEX BASED ON KAMAZ

A presentation of a new generation mobile inspection and examination complex (IEC) based on a KAMAZ vehicle was held in Moscow on the territory of Rostec State Corporation.

The event was attended by Russian transport Minister Eugene Dietrich, Head of the Federal customs service of the Russian Federation Vladimir Bulavin, Head of the Border service of the FSB of Russia Vladimir Kulishov and Director General of Rostec State Corporation Sergey Chemezov. Inspection system developed by the holding company Roselectronika of State Corporation Rostec.

The main task of such equipment is remote detection of undeclared goods and illegal smuggling in vehicles and cargo containers. The advantage of the mobile complex is its mobility, the ability to quickly deploy work anywhere. The use of the IEC can significantly increase the efficiency and speed of customs and transport control procedures. The inspection is carried out without opening containers; the complex «sees» the cargo even through steel up to 320 mm thick and remotely estimates the weight of the entire consignment or part of it at the operator's choice with an error of less than 10%.

The upgraded version of the IEC takes into account two years of experience in the operation of the previous generation of complexes in the customs service. The equipment has been modified in accordance with the customer's wishes – for example, the new car has become lighter, its cross-country ability has increased. «Such complexes increase the speed of crossing the border and comfort for citizens without compromising security. The experience of using the IEC has shown that the quality of inspection is not affected by the size or weight of vehicles, the density of loading containers, or the location of the transported goods. We plan to get acquainted with the new version of the mobile IEC and consider the possibility of active use of such complexes. Their implementation will increase the speed of customs clearance – by processing high-quality images in the «smart checkpoint»: the computer will make the decision on the release the vehicles and, if necessary, send the image for analysis to a qualified specialist. If now this technique is used mainly to detect contraband, then in the future it is planned to use it to fix the false Declaration of goods» , - Vladimir Bulavin said. The IEC software is able to recognize four groups of materials – organic, inorganic, heavy and light metals. Also, the complex algorithm is able to automatically «subtract» the container walls to exclude the possibility of «bookmarks» in the metal case.

«Only a few countries in the world were able to master the production of inspection and inspection systems of this level. Our capacity allows us to produce up to 40 such machines per year, while the total demand of the Russian market is estimated at 200-250 IEC. We are constantly working to increase the technical capabilities of our complexes. For example, we are currently creating a system for automatic analysis of x-ray images with artificial intelligence technologies, where the human factor during inspection will be reduced to zero», - said Sergey Chemezov. Also during the presentation, it became known that the first export contract for the supply of the complex to a foreign country was recently signed.

Inspection and inspection complexes are created by the enterprises Scantronic systems and Torii, which are part of Roselektronika, with the participation of the laboratory of electronic accelerators of Moscow state University. At the same time, mobile IECs were previously manufactured on the basis of a foreign-made car. In September 2019, KAMAZ PTC and Scantronic systems LLC signed a cooperation agreement, the main goal of which is to create a new product line of special inspection and inspection equipment based on the KAMAZ K5 chassis.

Speaking about the advantages of the KAMAZ-65208-S5 chassis, Sergey Simochko, Production Director of Scantronic systems, noted its optimal price, technical characteristics and comfort of the cab. «In addition, the manufacturer of an imported car, on the basis of which we produced a mobile inspection and inspection complex, often changes the model range. The chassis we needed could be taken out of production at any time. At the same time, we did not work «directly» with the manufacturer, whereas we have established working contacts with KAMAZ and signed a cooperation agreement. We are grateful to KAMAZ experts for their participation, we provided substantial support, – said Sergey Simochko. – In the shortest possible time, we received a product that was fully adapted to our tasks: the front air suspension was developed, the rear air suspension was improved, and the base chassis was extended. Also, the specialists of STC of KAMAZ provided assistance in the development and execution of technical documentation. We look forward to further fruitful cooperation with KAMAZ and plan to launch this product on foreign markets».
